Brand New Girl" has been reissued on several funk compilations and on a
45 on BGP a division of UK label Ace Records.
Some Garner mp3s I've culled from various sources include, "I Got Some", "You're Wasting my Time", and "Super Duper Love Part I and II". I can't seem to find any real biographic information about the singer himself, but if you like deep funk and you see a record with Billy Garner's name attached to it, buy it.
