Directed by Don Bluth, one of the greatest animated movies I've ever seen, despite the fact that all the main characters are dogs. The plot revolves around Charlie Barkin, partner in a casino and rat race operation who was put on death row at the pound after being framed by his partner Carface. He escapes with the assistance of his faithful sidekick Itchy to reclaim his half of his old business. However the operation and grows and his former partner knocks him off. He cons his way out of heaven and returns to earth where he squanders his second chance at life by stealing Carface's gambling secret, a girl who talks to animals, and building his own casino. The movie would have been better had it ended with him saving his life over the girl's, but it was a family movie, so... Also there's a really neat dream sequence of hell in it.
