A special emergency measure meant to prevent the drainage of the Panama Canal due to equipment failure or enemy action. Two massive hydraulic jacks would lift a massive steel dam into place in case of a lock failure. An ingeneous Japanese plan to attack the canal using aircraft based on submarine carriers (!) during WWII might have tested this sytem, but the war ended before the operation could be mounted.
The SIP-7 system is now inoperable.
