Wow... that takes me back a few years...
The CB Simulator was CompuServe's chat area, much like Q-Link's People Connection area. It was called that since calling something like that "Chat" was unheard of back then, and because the CB Radio was popular.
"CB Simulator" was the name up until about 1997 or 1998, when it became the Chat area. And boy, was it expensive to get lost and talk all night.
