From the cartoon Pinky and the Brain. The town named by Pinky when he became "Mayor for a day" in a small town after attracting many tourists with his oyster petting zoo. Pinky created the zoo when he convinced Brain to allow him to make up the plan to take over the world once. Pinky also created the law that everyone must wear very shiny pants. This caused a government official's helicopter to crash while flying over Shinypants, the pilot blinded by the reflected light. The government official stayed in Shinypants, and Pinky went on to the White House in his attempt to take over the world.
