Running code is an implementation of a protocol that implements all or most of the features, and can interoperate with other implementations which have a different lineage. As with all code, running code does not necessarily always run; it's as buggy as any experimental code. When an RFC is unclear, it's usually a good idea to see what the existing running code is doing, and do that in your code.
