A drive/engine that expulses no matter when it provides thrust.

When the space shuttle is boosted into orbit, its engines release large quantities of vaporized matter. By using Newton's Third Law of Motion, the space shuttle is capable of attaining orbit by mass exchange.

On the other hand, a reactionless drive (a negmatter drive, for example), would use no mass, and operate efficiently.
