A female who is open to many different ideas, and/or eager to learn about cultures and practices that differ from her own.

Open-mindedness can exist on all kinds of planes, from a willingness to try new foods, to a curiosity about various human environments, to an acceptance of people who practice alternative lifestyles.

I don't necessarily think the label of 'open-minded' combined with 'female' has to have anything to do with gender issues, but it can certainly include them.
