nation. The
medium by which the ruled
influence the rulers, regardless of whether the rulers are
accountable to the ruled.
However, the ruled seldom influence the rulers to actually serve the ruled. The rulers often try to influence the national psyche as well as being influenced by it, but this proves to be tricky and they are usually better off leaving well enough alone.
