A minimal state is the smallest government necessary to provide the essential services expected by the people. This is effectively the opposite of democracy. "Provide for the common defense, insure general welfare and insure domestic tranquility" generally covers it.

Merely a minimal state or a minarchy is just the naked truth of contemporary state.
A minimal state arms the police which beat up the people whose money has just been stolen by taxation. The rich mob nor minarchists don't have any moral dilemmas over this.
