Short for military specification, which is almost always more strict than the target for consumer products. Mil spec gear can usually operate at high temperature, low temperature, under shock, in mud, under water, with a low heat signature and few radiofrequency emissions. If it can't do all of that, then it is usually designed to fail predictably.

Of course, all science fiction archetypical technology is mil spec.

Incidentally, all those nifty little features make mil spec stuff cost a significant amount more than normal stuff.
