In order to explain (among other things) evidence that thought is often logical and yet independent from language, cognitive scientists have suggested a kind of pseudo-language called mentalese.

Language is translated into mentalese, then processed, according to the theory. Likewise, thoughts and ideas in mentalese are translated into language before we express them to others. Exactly how this translation occurs is an area of great mystery. But the idea of mentalese fits the evidence better than other theories available.

Mentalese is more universal than language -- it may even be identical in all human beings. It is at least very similar.
