These are small strips of paper that have been treated with powder from certain plants. Litmus paper is used to test the pH value of a substance. Acidic substances turn the paper red, bases turn it blue and neutral substances cause no effect. The stronger the acid or base, the more intense the color of the litmus paper. You can buy small packs of these papers in most hobby stores, under chemistry.
