A stupid term used by law enforcement agents to state that you are drunk beyond the legal limit (0.1% BAC in most states; in my state it's 0.08% BAC). I quote George Carlin when I say "Well if it's legal what's the god damn problem?" or "Hey, leave my friend alone officer, he's LEGALLY drunk!"
