This is the category for medicaid applicants who fall into no other category. I don't remember too many specifics, since I don't come across this kind of case in my line of work.

Unlike other categories, the United States Federal Government pays none of the costs for this kind of medicaid. Unlike other medicaid categories, if your income is slightly over the standard you cannot spend the difference on medical care each month and be eligible for medicaid the rest of the month - if you earn a dollar over the standard you're totally ineligible for assistance no matter how much you spend on medical care each month.
