Cultural lag is a term used to define a
society whose development can not keep up with the pace of
technology.
We are currently in a state of cultural lag, as our society (particularly our governments) are having difficulty dealing with the social ramifications of computers and technology. As a result, stupid laws are made, such as the recent WIPO Bill, without any foresight on the part of the law makers.
