Office slang for the
garbage can. Probably dates back to the days when offices had
round steel,
tin, or
wire wastepaper baskets, and not squarish plastic ones or
recycling bins. Can be used as a
verb: "You can
circular file this after you've read it."
Thoughtful office drones use the phrase to refer to the paper recycling bin. See also round filing cabinet.
