In the literal sense, something that's cheesy is something with a cheese-like flavor, such as Cheez-It's, Smartfood Popcorn (drool) and Cheetos.

However, at least in the US, it has an idiomatic meaning as well. If something is cheesy, it is lame, corny or half-assed.
