In baseball, pitchers usually get tired eventually. So the manager can call up another pitcher to substitute for him. That pitcher comes from the bullpen. Bullpen can refer to the actual place where the substitute pitchers sit (which is separate from the dugout) or the collective group of pitchers that the manager has to choose from.
