In Buffy The Vampire Slayer, he is the one who watches over Buffy, and gives her orders, he generally knows a lot about demons and stuff. Very bookish. See Giles and Wesley.
In the Highlander universe, a member of the watchers, who watch, and keep track of immortals. Immortals weren't supposed to find out about them, but some did. A member, Mythos, was in fact an immortal himself. The oldest one, at that.
