Actually, Vlad Dracul is Vlad Tepes III, father to Vlad Tepes IV, the man who would later become known as Vlad the Impaler. Vlad Tepes III was a member of the Holy Roman Emperor Sigismund's Order of the Dragon. His association with the order earned him the moniker "Dracul" after the Romanian word for "dragon". His son, Vlad IV, would be come known as "Dracula", a name meaning "son of the dragon," and while very fitting, entirely unrelated to his psychotic ways.
