Variable Bitrate Encoding (VBR) is an MP3 encoding method that attempts to produce a higher and more consistent quality level than Constant Bitrate Encoding (CBR). Basically, when the encoder sees that a section of audio is particularly complex, it allocates more bits to that section, making sure that the audio quality stays high. When it encounters a simple section, it allocates fewer bits, reducing the file size.
