VDM is an NT concept- in Windows NT (and now in Windows 2000), you can type "cmd" in the run box to get a command prompt, but it doesn't actually spawn an instance of DOS, but rather runs what's called a Virtual DOS Machine- essentially, you're run DOS 5.0 in an emulator.
