VBE is an anacronym for the Visual Basic Editor, a component of Microsoft Office that allows you to write Visual Basic for Application modules. It is a shared component of all of the Office suite.

It is accessable via Tools...Macros...Visual Basic Editor, or via Alt-F11 in most of the suite.
