The thoughts behind it are that an unpopular revolution would defeat its own purpose, so the majority of the population would have to be for a revolution for it to succeed.
Of course, the government would be opposed to it, as would the military.

Though the military may have the force and means to repel a revolution, a successful one would succeed because of the people's support.
