After the end of the Spirit Wars, the Empire has enjoyed many years of good times. However, when Emperor Toturi I perishes in Scorpion territory in a surprising attack by the Shadowlands and the Empress's abrupt abdication of the throne, only their four children, the so-called Four Winds- the Bastard, the Wolf, the Anvil, and the Sword- stand to inherit the Empire.

Elsewhere in Rokugan, though, the Shadowlands have gained a new master- a powerful bloodspeaker by the name of Daigotsu. While the Empire goes to war with itself and the Winds strive for the throne, he works at renewing the battle-worn strength of the Shadowlands- but amidst the renewed Crane-Crab dispute of the Yasuki territories as well the joint alliance of the Phoenix and the Lion against the desperate Dragon Clan, will the Emerald Empire see the threat in time to stop it?
