The Queen (capital "The") is the proper way to refer to the current monarch of the United Kingdom, not Queen Elizabeth, not Queen Elizabeth II. Sovereigns are properly referred to by name after they have died, in order to distinguish them from the incumbent. For example, nowadays we refer to Queen Victoria by name, but during her reign she would have been simply The Queen.
