In theatre terms, talking heads are when you have two actors on stage at the same time conversing without engaging in any simultaneous action to keep the audience on their toes.

Descriptive of the standard 1-shot used in TV news shows. The shot features pretty much all of the head, and just a touch of the shoulders of the news anchor/host. You see little more than a talking head.

The most famous talking head would have to be Network 23's Max Headroom, who only existed as an electronic talking head -- that is, he only had a head and a chunk of shoulders.
