Service Watch is a cool product created by Tim Flagg, and was recently purchased by Extreme Networks. Basically, it is a network service monitor with an SNMP interface. On top of that sits a really cool web interface that allows for graphing, comparisons, etc. It's price isn't for the faint of heart, though.
