Guitarist for New Jersey hard rock band Skid Row. The guitarists split lead duties in general; however, Scotti takes slightly more than does his partner, Dave "the Snake" Sabo. Scotti's playing is typified by string bends, legato techniques, left-hand muting, and pick rakes to begin a phrase. His solos most often adhere to Aeolian minor, the Dorian mode, or pentatonic and blues scales.

Scotti relocated from Long Island, NY to join the band. He had been in another band with Rachel Bolan prior to the formation of Skid Row.
