An inconclusive judgment or pronouncement.

This term comes from the fact that Scottish law allows for three possible verdicts in a court case; guilty, not guilty, and not proven. A judgement of 'not proven' implies that while there is still reason to believe that the defendant is guilty, there isn't enough evidence to convict em.
