Common military practice, upon receiving a garbled radio transmission is to transmit the phrase "Say again". The reason for this is to avoid using the word "Repeat", which may be construed as an order for continued artillery strikes. I can vouch that in the Marine Corps, this was drilled into us to the extent that I still use "say again" when I miss a part of a conversation.
