ROAMS is the Replacement Operations Automation Management System which the US Army uses to coordinate and manage the assignment of personnel into a given theater of operations. ROAMS itself actually runs on a DA mainframe in Washington, DC, and is accessed by those that need it via telnet. The system allows a user to view listings of incoming personnel, requisition needed personnel (in which use it works in close conjunction with DCIPS, the Department of Defense's casualty estimation and reporting program), and monitor the flow of such personnel.
A newer version which eschews telnet in favor of a web-based interface is currently being developed in Python, using Zope, by elements within Human Resources Command. It will, however, keep the original version's spartan look--in a combat zone, there's no telling how slow your connection will be.
