This is a special half cadence that occurs in the minor key. For the most part it is simply

IV6 - V

However, there are certain rules that need to be addressed. For example, the root (in this case, being a chord in first inversion, it would likely be the second note) must resolve down a half step. In E minor, this would be D#. Using Bach's rules of four-part writing, you would get this:

E minor  IV6 V
Soprano  A   B
Alto     E   F
Tenor    E   D#
Bass     C   B

Outside of eighteenth century vocal music, however, this cadence is rarely found. Because the special rules inherent with it (as it requires more than one voice singing at a time and the note on the root must go down a half-step), it would be difficult to replicate outside of four-part writing, or the writing of Bach's period.
