Percy is a slang word for penis, which originated in Britain as far as I can establish. It is now infrequently used, and sounds old-fashioned and quaint to British ears. Its use will probably be lost altogether before long.
This is a pity really, since that will mean the loss of the wonderful phrase, "point percy at the porcelain", which of course means urinate.
