The expression is obviously sarcastic, meaning that you are not about to do something. It was briefly popular in Kuybyshev in the mid-1960's. (this is the English translation of it, obviously. The Russian language version is "podojdi, day shnurki poglaju").
The word "shoelaces" itself served in that time and place as slang for parents (i.e. they tie you down), but I don't think that has anything to do with the expression in question.
