phonetics, the neutral vowel is defined as a
mid-central unrounded monophthong,
i.e., a vowel

tongue in the rest position, with lips unrounded.
The neutral vowel is usually represented in pronunciation guides like the International Phonetic Alphabet by the schwa symbol: ə.
