One step beyond the already annoying armchair quarterback, a Monday morning quarterback is a derogatory term for an uninformed nonprofessional who passes judgement on the actions of professionals after some sort of event.

i.e. If we had used nukes against Serbia, we wouldn't have the problems with Slobodon Milosevic that we're having now.
