The second part is not as true as it used to be: Modern genetic science is getting better and better at making the father certus.
Perhaps once everyone carries his/her genome chip, the dictum will have to be changed into Mater semper certa, pater itaque, i.e., Mother is always certain, and so is father. Only future can tell...
