Phrase used by people in Alaska to refer to the 48 contiguous states of the United States. Also used in general speech as a way to refer to the United States minus the 'freak states' of Alaska and Hawaii. This usage is kind of odd given that there is nothing 'Higher' about Hawaii, but I suspect it derives from the fact that more middle Americans have had relatives move to Alaska than Hawaii.
