As far as loitering, Jesus does say Come to me all you
who labor and are heavy laden and I will give you rest
(Matt. 11) (which certainly seems to promise a haven for
loiterers) and in the end of the gospel of John, there is
some discussion of "What shall this man do?" to which
Jesus replies, "If I want him to just hang around till
I come back, what do you care?" (John 21). Actually
he doesn't use the word "hang around" - he says "tarry"
which brings to mind the tar baby, who did nothing at all.
