The literacy rate in Japan is high. By 2000 measurements, the literacy rate of the adult population is at 99%. So don't be surprised when you walk through Shinjuku or Shibuya station and you see a homeless person sitting around reading the Nihon Keizai Shimbun.

All I can do is wonder about the politicians and bureaucrats in Nagatachou and Kasumigaseki who have sit around with their thumbs in their asses for the last 10 years, the so-called “lost 10 years”, doing nothing real to help anyone but themselves and their cronies.

With education standards and a literacy rate so high in this country, there is no reason for when you go through Tokyo, Osaka, and Nagoya that there are any homeless people.

sorry this doesn't have much to say about the plight of homeless people in Japan...
