An IRC Cross-Gender User is a person who's logged in into the IRC network, and pretends to be someone of the other sex than he or she really is. This behaviour appears to be common in chat channels where the topic is specified to one gender. Men do this mostly to attract attention that there is actually a 'woman' interested in the normally men-attracting topic. Women are not so keen to virtually change gender. Such a person is also known as "IRC Gender-bender."

On the contrary - women often masquerade under "male" (that is, not overtly female - not terminating with the suffixes "girl", "gurl", "babe", "woman", or "-ie") to evade the crass attentions that being identified as "f" will inevitably draw to them.
