The idea of the hypersonic 'skip bomber' is attributed to Nazi engineers, who proposed building such a craft during World War II in order to bomb the continental United States. Their proposal was fairly detailed, and specifically noted the utilization of the top of the atmosphere as a 'skipping' medium. It was to be christened the 'Victory Bomber.'
