in Finnish they say "Kiss kiss" (not to be confused with kiss) because the Finnish word for cat is "kissa" (pronounced a bit like kisser but with a double 's' sound).

The Finnish confectionary (among other things) company Fazer, make a sweet called "Kiss Kiss" which has a cute picture of some cats on the wrapper.

In Russian, they also say "Kiss kiss" (pronounced more like "kssss ksss", which probably attracts the cat because of the noise, just like when you drag a piece of paper on a string on the floor). A cat in Russian is "Koshka" (female) or "Kot" (male), but "kissa" (like "kitty") can also be used as the "kinder version of the word".

In Hebrew, they sometimes use "Pssss psssss" which probably attracts the cat because of the same reason.
