A.K.A. mischief night, soap night
Traditionally the night before Halloween is known as Hell Night. Mischievous adolescents will sneak around neighborhoods performing such pranks as writing on windows with bar soap, decorating trees with toilet paper, and throwing eggs at homes and/or vehicles.

In Detroit, MI, they also tend to burn down buildings for some odd reason.
