The nasally congested child character performed by the talented Lily Tomlin on the 1970's hit television comedy Laugh In. It was her precocious, matter-of-fact delivery paired with her childlike mannerisms which endeared her to the public. Every segment ended with her stating, "And that's a fact!" and then blowing raspberries.
