In the Babylon 5 universe, the undeveloped area of the station (located mostly in Brown sector) inhabited by lurkers and other migrants. In most cases, they came to the station in hopes of a better life but ran out of credits and were forced into squatting down there to make ends meet. Many of the shady dealings aboard B5 take place in Downbelow.
