To dither is to be anxious about something and not be able to decide what to do about it; to be indecisive, to vacillate.

Someone who is in a dither is nervous, excited or confused about something. Alternatively, you could say that person is in a tizzy.

Dither has another meaning, less common in North America: to shiver or tremble, as with fear or cold.
