The "DPL" is a list of all persons to whom the US Department of Commerce has denied export privileges. Each person has had a written order, published in the Federal Register, barring them from exporting things. The list is maintained by the Bureau of Export Administration, along with guidelines for avoiding doing export business with these individuals and companies.

The list can be found in its entirety at http://www.bxa.doc.goc/DPL/Default.shtm, where it is downloadable in delimited ASCII or HTML. Businesses can also learn how to recognize a transaction that may have red flags, such as:

• Shipping addresses similar to someone on the DPL.
• Customers who are evasive about their need for your product, their knowledge of the product, or do not want routine support
• There are inconsitencies in shipping - the destination is inappropriate (nuclear materials to an auto shop), or the shipping instructions don't sound right, or the country of destination does not have appropriate infrastructure to support the product.
